Is it possible for a state to be double green-- an ecologically green economy that generates financially green returns? California is betting yes by taking a leap into the bright green future with new carbon emissions goals that are ambitious by any standard. The thinking is that those who move out front to meet the green future will be well rewarded and we'll all be better off for it.
